City of Lompoc Landscape Rebate

Offered to City of Lompoc residential and commercial properties for the conversion of grass areas to qualified drought-tolerant landscaping.

Commercial, Industrial, and Multi-Family landscaping projects may require city building permits. Before beginning work, contact the City’s Planning Division at (805) 875-8275 for landscape design regulations and eligible materials.

This application should be submitted within 12 months of the project’s end date.

Limit one rebate per utility account, per year.

Rebates are limited to 100% of the project’s total cost, including materials, labor, rental equipment, and tools.

Rebate: $2 per sq. ft.

For removing grass up to 1,000 sq. ft.

Maximum rebate: $2,000

Rebate payment: Rebate amounts will first be applied to any past-due balance on the customer’s account. A check will be issued for the remaining rebate balance and will be mailed to the account mailing address on record.

Licensed contractor

For landscape work performed by a contractor to qualify for this rebate, the contractor must have an active license, in good standing with the California Contractors State License Board (CSLB).

Use California’s official Check A License system to verify your contractor’s status and CSLB number.

The applicant must replace living or dead grass with any of the following:

Native or drought-tolerant plants: see qualified plant lists and garden resources.
Permeable landscape material such as bark, gravel, and rock.
Pavers, brick and flagstone are allowed with permeable grout.
Artificial turf, which must have a permeable underlayment to qualify.

Required conditions

Front yard landscapes must include some plant material or artificial turf.
Decomposed granite is limited to walkways.
Weed barriers must be permeable.

Tenants, please note: you must obtain property owner authorization to make landscape improvements.

Irrigation equipment allowed

Drip irrigation equipment and smart irrigation controllers. (Existing spray irrigation for grass is not permitted in converted areas and must be removed or capped off.)

Not included in the rebate

Bare earth areas with no grass.
Replacing grass with cement.
Decks, patios, buildings, block walls, concrete, plastic sheeting, and other impermeable surfaces.
Rental equipment and tool costs.
Landscape projects for New Construction buildings.
Commercial properties are not eligible for a rebate on artificial turf.

A separate itemized list of all plants and materials installed and their individual costs. Provide the total cost of materials.

- There must be a minimum of two different photos of the area of grass that was removed.
- Photos must show the entire front, side, and/or back of your property to include the full landscaped area showing property lines.
- Grass must be visible in the pre-project photos. The grass may be living or dead, but any bare earth areas with no sign of grass are not eligible.
- There must be a minimum of two different high-resolution photos showing a full view of the completed converted landscaped area.

Drought-Tolerant Landscape Program customer agreement*

The City of Lompoc (City) reserves the right to inspect completed work and installed conservation upgrade(s). Rebate(s) will be paid only for work that meets the City specifications.

Customer certifies that they are familiar with, and agree to, the standards regarding this program.

Customer shall be considered a Direct Service Provider and materials used may count towards the City’s procurement target.

The City disclaims any warranty, whether expressed or implied, for any materials or labor associated with installation, maintenance, repair, or any energy savings associated with use.

The City will not accept any liability resulting from participation in this program.

This rebate offer may be changed or discontinued at any time by the City.

Rebate will be issued as a credit to the City of Lompoc water utility customer’s account. If the City of Lompoc water utility customers account has an outstanding balance, the rebate will be applied to the account balance.

I agree to maintain all new water-wise plants and materials, and retain at least two inches of mulch cover in planted areas for a period of not less than three years from the date of installation.
